Since its founding in 2004, the Workforce Professionals Training Institute (“WPTI”) has become the preeminent non-profit training and technical assistance intermediary for New York City’s workforce development community. The organization has trained thousands of workforce practitioners from over 350 programs and organizations that collectively serve over 500,000 jobseekers. As a standalone, non-political organization, WPTI provides an inclusive bridge among providers, funders and government agencies that contribute to building NYC’s workforce.

WPTI’s mission is to increase the effectiveness of people, programs, and organizations that are committed to generating pathways out of poverty through employment. This is accomplished through a three-tiered approach which strengthens capacity at all levels of the workforce development system: 1) Professional Training: Develop the skills and careers of practitioners; 2) Organizational Consulting: Maximize productivity of programs and teams; and 3) Systems Building: Create linkages, foster research and influence funding and best practice priorities

The Opportunity

The Senior Manager of Grants, Program Evaluation & Quality  is a key position in the WPTI organization reporting to the Executive Director and supporting the three Practice Leaders responsible for a diverse range of thought leadership, consulting and learning resources provided to the workforce development community. This position will be responsible for writing all grant proposals and reports to funders, shaping the organization’s grant development, program evaluation and quality strategy and designing a framework to measure KPI, outcomes, quality and impact across WPT’s portfolio of work.

Key | Essential Responsibilities

Grants Management & Development

  • Working closely with the Executive Director and Practice Leaders, serve as lead writer and producer of high quality and compelling funding proposals, grant applications and various thought leadership articles, policy briefs and other communication documents to the workforce development field
  • Translate grant efforts and outcomes into compelling messages for promoting and marketing WPTI’s successful work in the field through the organization’s website and other communication channels
  • Ensure all grant and proposal submissions are organized consistent with the requirements of the funder or grant-making organization and integrate and reflect the core work, intellectual property and approach of WPTI across its various service offerings
  • Lead prospect research about new public, private and corporate funding opportunities to support both short and long-term organizational goals and analyze and recommend unrestricted grantmaking strategies that support and advance WPTI’s mission
  • Develop processes in conjunction with the Practice Leaders to ensure proper execution of all grant objectives and goals
  • Develop and maintain grants database documenting all pre and post award tracking activities including grant deadlines, targeted deliverables and milestones, reporting and financial requirements, and other agreement terms and conditions
  • Collaborate with WPTI’s external grant consultant on special targeted grant projects

Program Evaluation & Quality

  • Establish an integrated data management, evaluation and continuous quality improvement program to accurately capture and assess the impact and results of WPTI’s thought leadership, consulting and training work
  • Consult with Practice Leaders to promote a meaningful understanding of collecting and integrating data to manage programs and ensure that internal/external performance targets are met, and desired outcomes achieved and properly documented
  • Evaluate results of all grant/program activities and recommend modifications and/or new approaches to support the successful achievement of deliverables and goals
  • Develop analytics, key metrics and quality measures to document internal program assessment and results and opportunities for continuous quality/performance improvement
  • Evaluate customer satisfaction through pre-and post surveys and focus groups, analyze report results of work performed and make recommendations to enhance program quality
  • Coordinate research related to WPTI’s programs independently and/or in collaboration with outside organizations/researchers and develop a strategy for disseminating results
  • Supervise interns and students who are working on evaluation and research projects

May perform other related duties as requested by the WPTI Leadership Team

Candidate Profile | Competencies | Personal Qualities

Education | Experience

  • A Master’s Degree in Public Administration, Social Work or related field plus at least five (5) years’ experience in the areas of grant writing, grant management and program evaluation for a nonprofit or public-sector organization preferably in the workforce development field; or a Bachelor’s Degree plus at least seven (7) years’ experience
  • Knowledge of programs and policy issues shaping the delivery of services in workforce development field
  • A proven track record of preparing persuasive and compelling grant proposals /applications, letters of inquiry and concept papers
  • Direct experience successfully cultivating and securing project funding from foundations and/or government organizations
  • Working knowledge of quality improvement, measurement and evaluation methods
  • Experience collecting data/KPI, interpreting data sets and producing visuals and written reports/recommendations to inform decisions in line with WPTI’s consulting and training services
  • Proficient in Microsoft Office Suite, Google Docs,PowerPoint and Excel; Survey Monkey and database management
